Overview

As the state-owned TSO, Statnett dominates Norway's high-voltage grid development with 152 active concession cases spanning every region of the country, covering voltage upgrades, new transformer stations, cross-border interconnectors, and major transmission corridors. The portfolio is overwhelmingly focused on grid infrastructure — new and upgraded 420 kV lines, transformer stations, and switching facilities — with flagship projects including the 131 km 420 kV Skaidi–Lebesby line in Finnmark, the large Eiker transformer station complex serving south-eastern Norway, and a coordinated 420 kV network reinforcement across Vestland. A notable strategic withdrawal was the 1,500 MW Utsira Nord offshore wind grid connection, abandoned after the government limited support to a single 500 MW project.

Strategic Focus

Statnett's strategy is the wholesale modernisation and capacity expansion of Norway's national transmission grid to accommodate electrification of industry, petroleum facilities, and new large consumers such as data centres, while simultaneously reinforcing supply security in remote regions like Eastern Finnmark. Core workstreams include voltage upgrades from 300 kV to 420 kV on major corridors (Vestland, Telemark–Buskerud, Møre og Romsdal), construction of new transformer stations to replace ageing infrastructure, and targeted reinforcements in northern Norway. The withdrawal of the 1,500 MW Utsira Nord offshore wind connection signals a pragmatic, government-aligned approach to offshore wind grid planning.

Recent Activity

August 2026 was highly active: Statnett filed a new grid switching station application at Važželeahki (Aug 26), received concession for the Røykås transformer station expansion (Aug 26), filed a notification for a new 420 kV line connecting Stemmen–Arendal–Bamble (Aug 19), formally resubmitted the Surna transformer station expansion and the Sylling transformer station modification cases to application stage, and published the detailed construction plan for the 140 km 420 kV Skaidi–Lebesby line in Finnmark. The 420 kV Skaidi–Lebesby concession was also formally confirmed as granted by Royal Decree.
