Overview

As Norway's state-owned transmission system operator, Statnett dominates the concession landscape with 154 total cases spanning every region of the country, overwhelmingly focused on grid infrastructure — transformer stations, high-voltage transmission lines, and switching stations at 132–420 kV. The portfolio reflects a major national grid modernization program, with key clusters around the new Eiker hub in Eastern Norway, the Bergen/Vestland corridor (Samnanger–Øygarden, Refsdal–Modalen, Vik), and Arctic/Northern Norway (Finnmark 420 kV expansion to Lebesby, Narvik cross-border line). Strategic Focus

Statnett's strategy is the systematic modernization and capacity expansion of Norway's national transmission grid, including voltage upgrades from 300 kV to 420 kV on major corridors, construction of new transformer hubs (Eiker, Vik, Refsdal, Lebesby, Humleberget/Krossberg), and cross-border interconnection. Secondary priorities include enabling large new loads (data centers, industry, petroleum electrification) and — though now withdrawn — coordinated offshore wind grid integration. The battery concession at Sauda suggests early-stage interest in grid-scale storage ancillary to transmission assets.

Recent Activity

July 2026 was highly active: concessions were granted for Karmøy transformer station, Klæbu transformer station upgrade, Rana transformer station (after a brief administrative hold and reversal), and a quay facility at Surna. A new application was filed for Sylling transformer station modifications. Appeals and complaints were received against the Vik/Refsdal 420 kV projects (cases 16091 and 26141) and the Hove–Refsdal 300 kV line following their June 2026 concessions, indicating local opposition to the Vestland grid reinforcement program.
