Overview

Oslo's energy landscape is dominated by consumption growth across data centers, EV charging, public transport electrification, and large-scale industrial projects such as the Klemetsrud carbon capture facility. The city has 66 active concession cases and 14 active grid queue reservations totalling over 287 MW of combined attributed consumption. Statnett and Elvia are actively reinforcing the transmission grid—including 420 kV upgrades at Sogn and new transformer capacity at Ulven and Liåsen—to meet rising urban demand.

Recent Activity

In late August 2026 Elvia AS withdrew two small (~5 MW) production and consumption queue entries at Ulven TRA, suggesting a minor rebalancing of grid reservation strategy rather than a broader retreat. ST1 Norge AS received a concession for the Åsland project on 4 August 2026. Activity in July–August 2026 otherwise centres on ongoing grid reinforcement and the continued processing of data centre and transport concessions.

Municipality Stance
