Hydrogen and ammonia production represents one of Norway's most capital-intensive emerging clean energy plays, with 41 active grid queue positions totalling 3,115 MW of consumption capacity spread across coastal industrial sites. Nine concession cases covering 680 MW are progressing through NVE's regulatory process, anchored by large green ammonia projects in Bremanger, Gulen, and Narvik. However, 2,203 MW of withdrawn queue capacity — including Fuella AS's recent 560 MW exit at Nedre Røssåga — underscores that many projects remain highly sensitive to grid availability, offtake economics, and financing conditions.
Grid Considerations
Hydrogen and ammonia projects are exclusively large consumers, typically requiring 132 kV or 420 kV grid connections ranging from 25 MW to over 500 MW per site. Most projects are sited in coastal NO3 and NO4 zones where renewable power is abundant but transmission capacity to industrial load points is constrained. Custom transformer stations, long submarine or underground cable runs, and coordination with grid owners such as BKK, Linja, and Nordkraft Industrinett are standard. The high volume of withdrawn queue capacity (2,203 MW) points to significant grid bottlenecks and delays in obtaining firm connection offers, making early grid dialogue critical for project developers.
Regulatory Environment
Grid connection facilities for hydrogen and ammonia plants require concession from NVE under the Energy Act, covering both the customer-side installations and any necessary reinforcements to the public grid. NVE processes typically include notification, public hearing, and formal decision stages — the Sandøy–Raunholmen case illustrates that hearings can be reopened when project details change. Hydrogen production itself does not require an NVE production concession (it is an industrial process), but the associated electrolyser loads are among the largest single consumption applications NVE reviews. Projects in Sami land areas (e.g., Unjárga–Nesseby) face additional consultations under the Finnmark Act.
Outlook
Norway's long coastline, surplus renewable power in northern regions, and established industrial port infrastructure make it a credible location for green hydrogen and ammonia export. The 3+ GW active queue represents genuine developer interest, but the sector remains pre-commercial at scale — most projects depend on long-term offtake agreements, EU hydrogen demand materialising, and continued cost reductions in electrolysis. Near-term progress is most likely for smaller projects (25–120 MW) with secured grid connections and industrial anchor customers, while the multi-hundred-MW flagship projects face longer development horizons and higher execution risk.
